Objectives of the Role

Reporting directly to the Chief Executive Officer (CEO), the CBDO plays a pivotal leadership role in driving Hong Kong’s Innovation & Technology (I&T) ecosystem and advancing HKSTP’s strategic growth agenda.

As a key member of the Management Committee, the incumbent will lead corporate-wide initiatives to accelerate HK I&T ecosystem expansion and strengthen HKSTP’s position as a global I&T hub - strategizing, implementing, and overseeing programs that attract and scale high-potential companies landing, enhance industry clusters of strategic importance, and deepen strategic partnerships across local, Chinese Mainland, and international markets.

The role also oversees the InnoParks portfolio (Tai Po, Yuen Long, and Tseung Kwan O), hosting over 130 companies from multiple industries, ensuring their transformation into sustainable, high-value innovation and advanced manufacturing bases aligned with Hong Kong’s re-industrialization vision.

The ideal candidate combines a strategic and commercial mindset, a collaborative leadership style, and deep industry and value-chain knowledge to work seamlessly across all HKSTP divisions, from ecosystem development and investment to policy advocacy, etc, to deliver corporate-wide strategic outcomes.

Key Responsibilities

1. Business Development and Client Facing

  • Formulate and execute corporate-wide business development strategies to enlarge HK’s I&T ecosystem and enhance Hong Kong’s position as a leading international I&T hub.
  • Leverage HKSTP’s assets, networks, and infrastructures to identify, attract, and land best-in-class and high-potential and strategic technology enterprises/partners from Hong Kong, Chinese Mainland, and global markets, through physical or virtual platforms.
  • Building upon strong commercial and investment partnerships, to acquire customers and relationship that strengthen HKSTP’s integrated innovation clusters and value chains.
  • Collaborate closely across all divisions as one team, including ecosystem development, investment, R&D, and incubation, to drive integrated strategies and deliver enterprise-wide objectives, in particular the growth in priority clusters.
  • Provide strategic market intelligence, trend analysis, and foresight to inform HKSTP’s corporate strategy and cluster priorities.
  • Adapt strategies dynamically to evolving technology and market conditions, ensuring resilience and competitiveness.

2. InnoPark Development

  • Drive the transformation of the InnoParks by prioritizing the attraction of high-value, high-tech innovations and advanced processes to guarantee long-term sustainability and promote broader advantages for industrial technology development in Hong Kong.
  • Spearhead the InnoPark and the re-industrialization strategy of HKSTP in alignment with Innovation and Technology blueprint through effective land grant, lease and land use strategies.
  • Manage the industrial land bank utilization by effective business development, client management, financial scenario analysis and infrastructure provision.
  • Act as a strategic partner and a leading figure in new industrial development in Hong Kong, offering insights and guidance to relevant stakeholders.
  • Develop industrial ecosystems and partnerships to InnoPark companies in concert with the HKSTP’s I&T ecosystem.

3. Advanced Manufacturing and Microelectronics Cluster Management

  • Create an ecosystem and enabling their successes, which includes business development, manage accounts, design and rollout needed programs and policies, provide required services, infrastructures and platforms to address needs of the 130+ companies in InnoParks.
  • Devise and execute the strategic plan to position Advanced Manufacturing and Microelectronics as a national asset, enhancing Hong Kong's economy and driving GDP growth.
  • Ensure and put in place the best-in-class account management and customer engagement practices to grow our tenants in terms of scalability and sustainability.
  • Develop effective metrics to enhance and sustain performance while generating value for the park companies.

4. Philanthropy and Foundation

  • Lead the Philanthropy and Foundation team in developing and executing fundraising strategies to harness public and private resources, aiming to advance I&T as a vital component of Hong Kong's future.
  • In collaboration with ecosystem teams, devise plans and programmes to strengthen the ecosystem infrastructure, value creation and proposition to park companies by philanthropic resources.

5. Leadership and Corporate Collaboration

  • Act as a strong strategic partner to the other fellow executives in shaping HKSTP’s corporate growth strategy.
  • Foster a culture of collaboration, accountability, integrated planning, teamwork and innovation across divisions.
  • Develop and mentor high-performing teams capable of delivering results in a fast-changing global technology landscape.
  • Ensure that business development initiatives are aligned with HKSTP’s mission and contribute to long-term, enterprise-wide success.

6. Other relevant duties as assigned by the CEO

Requirements

  • University or Post-graduate degree in Technology, Business and Engineering related disciplines, preferably with extensive management experience in a sizable corporation.
  • Strategic and visionary leader with at least over 20 years' relevant experience in business development, key account management, Innovation & Technology/or entrepreneurship related areas at a senior executive level with large scale technology-thriven organization in the Greater China and/or internationally.
  • Strong understanding of economic development principles and practices, including community development, business financing, and public/private partnerships.
  • Proven track record of developing and executing successful business development strategies and programs.
  • Strong ability to build and maintain relationships with diverse stakeholders including government representatives, startups, local and international enterprises, investors, and corporate partners.
  • A team player and strong communicator and drive execution through executive leadership.
  • Possess a collaborative attitude and willingness to work across teams and with diverse groups of people.
  • Expert in relationship management and can effectively interact and influence all levels of stakeholders internally and externally including Board and Committee Members, administration and industry.
  • Excellent executive presence and presentation skills in spoken/written English and Chinese (both Cantonese & Mandarin).
