Objectives & Responsibilities
Reporting to the CEO, the CPDO will be primarily responsible for the planning and development of new expansion projects for HKSTP premises:

Below are the major responsibilities of this position:

  • Adopt the new innovations and technologies into building design, lead the smart and sustainable development projects, with due consideration to the quality, cost and time effectiveness, within the defined scope as approved by the Board.
  • Prepare studies, assess the economic, social and environmental impacts of the projects for which the CPDO is responsible and work with Finance team to identify funding sources for the relevant projects.
  • Ensure effective communication and co-operation with all related government agencies and bodies and board committees to ensure timely completion of the developments within budget and in compliance with prevailing procedures and statutory standards.
  • Report to the Board, Committees and Management on project matters and formulate proposals for the Board’s approval on important strategies and contract awards relating to the projects with highest standard of paper submission quality.
  • Direct, liaise and supervise the works of consultants and contractors, team members and relevant resources management for the development of the projects to ensure on time on budget delivery.
  • Work closely with other Divisions in the planning of the projects to incorporate their requirements, and to ensure smooth delivery of project requirements and required standards upon completion.
  • Liaise with government and relevant bodies to explore future expansion opportunities for Science Park, InnoParks or in other areas of Hong Kong.
  • Work with the Board, the Leadership team, and the community, to create a vision for the future of HKSTP, with implementation plan and execution milestones.
  • Close steering of the planning, design and construction of HKSTP projects and resolve project interface issues with external parties.
  • Oversee contract administration and finalisation including resolving contract disputes.
  • Conduct regular review and update of guidelines and practise notes to enhance project governance and implementation procedures.
  • Perform any other duties as assigned by the CEO.


Requirements

  • Full member or fellow of HKIE, HKIA, HKIS or other equivalent professional bodies with at least 15 years’ post-qualification experience in project management, construction, and relevant fields, including not less than eight years at senior management level. Candidate with AP qualification will be an advantage.
  • Experience in urban and town planning is preferred.
  • Strong project management professional with extensive experience in managing multi-discipline development projects, building contracts and consultants.
  • Solid experience in working in or with government bureaux/departments, public sector or sizable estate developers is definitely an advantage.
  • Well versed in government procedures and relevant statutory compliance requirements and practices; exercise risk control in capital project development and maintenance.
  • Resilient leader who demonstrates effective leadership with excellent communication, team work and people management capability.
  • Able to command respect of Board members, colleagues, services partners, and the R&D Community; and to effectively lead subordinates to achieve high quality results.
  • High proficiency in strategic planning, project management and leading execution.
  • Strong numeric sense and negotiation skills.
  • Assertive, organized and thorough with excellent business acumen.
  • High level of integrity, professionalism and ownership.
  • Excellent command of spoken/written English and Chinese and Mandarin.
