Senior Director, Internal Audit

Objectives

A member of the core leadership team of Hong Kong Science and Technology Parks Corporation (“HKSTP”), the Senior Director, Internal Audit oversees the internal audit function; and is also involved in governance and compliance related matters arising from the operations of HKSTP.  The role reports directly to the Chairperson of Audit Committee and administratively reports to the Chief Executive Officer.  

Responsibilities

  • Shape and formulate the audit strategy to provide an independent and objective assurance to the Audit Committee and Management on the effectiveness of governance, risk management and control processes.
  • Lead and direct the audit team to execute the internal audit programme to assess operational efficiencies, control mechanism and compliance matters with relevant legislations, policies, procedures and regulations.
  • Report to the Audit Committee and Management on internal audit programme which includes planned reviews, investigation, risk advisory work and provide recommendations for continuous improvement.
  • Collaborate with business leaders to identify and access risk and process; and provide consultative advice to enhance business processes and promote best practices proactively.
  • Ensure that audit reports are produced in a professional manner and provide actionable recommendations to improve the organization's operations.
  • Evaluate effectiveness of the risk management and governance process and propose improvement measures to the risk management and governance processes.
  • Monitor the implementation of audit recommendations and ensure that concerned parties take appropriate actions to address identified issues.
  • Provide assurance on the efficiency, effectiveness and economy in the administration of programmes and operations of the organisation.
  • Work closely with the Chief Compliance Officer, to identify and evaluate compliance of the operations of HKSTP with enactments, policies, standards, systems and procedures and recommend corrective actions.
  • Undertake special investigation at the request of Management and the Audit Committee, including but not limited to commence and conduct internal investigations on external and/or internal complaints, cases involving actual or potential non-compliance, cases involving potential reputation issues, or any allegations of financial irregularity, fraud and corruption. Provide recommendations for solution or liaise with law enforcement authorities as appropriate.  
  • Keep abreast of legislative issues, new audit regulations, trends, methodologies and corporate governance practices.
     

Requirements

  • Degree holder with relevant professional qualifications, e.g., Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or other relevant professional certification.
  • A minimum of 20 years of working experience in internal audit, external audit or risk management roles, with at least 5 years at functional head level. 
  • Exposures in construction, property, technology related business and/or public organizations are highly preferred. 
  • Strong business acumen mindset and able to strike a balance between compliance and business perspective; and be able to give strategic advice to stakeholders around business operations.
  • Results oriented with strong analytical, problem-solving, and decision-making skills.
  • Experienced in maintaining productive and collaborative relationship with regulatory bodies, management, business leaders and other key stakeholders at all levels.
  • Strong knowledge of internal audit standards, practices, and procedures, as well as relevant regulatory requirements and standards.
  • Strong interpersonal and communication skills, with the ability to present complex information in a clear and concise manner.
  • Excellent oral and written communication in both English and Chinese (including Putonghua).
