Senior Manager / Assistant Director, Strategic Sourcing and Procurement
Report to the Head of Strategic Sourcing and Procurement, the Senior Manager / Assistant Director shall exercise leadership and supervisory skills to coordinate the responsibilities of the Centralized Procurement Unit. This position interacts with all levels of the Corporation, as well as suppliers, insurance brokers, computer systems administrators and integrators. The role also takes lead in the development of sourcing strategies to enable best-value for money purchases for the Corporation whilst ensuring compliance with all procurement rules and guidelines.
The Position
- Assist on the development of strategic level processes and procedure for the procurement function on Corporate, Facilities Management and Capital projects
- Streamline and enhance procurement policies, guidelines, processes, practices and systems as well as develop long term procurement strategies
- Lead the Centralized Procurement Unit and be hands-on in tendering for indirect procurement and strategic sourcing on categories including technical, commercial, consultancy, smart facilities, IT, insurance and facilities management services
- Take on the leading role in tendering and procurement process including tendering strategies, procurement planning for user departments and tender process control
- Conduct end to end tender process including user requirements study and consolidation, tender document preparation, tender execution and assessment, take lead of and participation in negotiations, contract compilation and contract management
- Protect the Corporation’s best interest by tender and contractual terms and conditions, and procurement spend planning ; review and enhance terms and conditions of tenders, contracts, purchase orders and service agreements
- Act as the leading member of the team on building productive internal and external working relationships based on mutual trust, professional advice and quality solutions to meet the Corporation’s objectives and goals
- Conduct corporate training, market research and benchmarking, supplier performance evaluation and supplier database management
- Support/lead other business activities and ad hoc tasks as assigned
The Candidate
- Bachelor’s Degree in Supply Chain Management, Business Administration or related disciplines; Master’s Degree in business-related disciplines, contract law studies or equivalent is a plus
- Member of CIPS and/or IPSHK will be an advantage
- Minimum 12 years’ relevant working experience in sizeable organizations with primary exposure in tendering, contract and project management; plus a minimum of 5 years’ managerial experience in corporate procurement
- Experience working in similar organizations would be an advantage
- Strong leadership, stakeholder management, coaching and change management skills; able to negotiate and persuade others for positive results; communicate effectively across all functions and levels
- Strong organizational skills, able to work independently with limited supervision, self-motivated, diligent; mature personality
- Solid and hands-on experience in procurement system, SAP, eTender system
- Proficiency in MS Office applications including Word, Excel, PowerPoint etc
- Commencing position will be commensurate with qualifications, relevant experience and competencies
- Higher education or professional qualifications with less experience will also be considered
- Good presentation, communication and negotiation skills; proficiency in both written and spoken English and Chinese (including Putonghua)
