Senior Officer, Startup Programmes Intelligence (Business Analyst role)

This position will support the team in driving cross-functional projects, business analytics, and strategic intelligence. The focus is on bridging business objectives with data-driven insights while the corresponding initiatives include managing system/data projects, conducting macro-intelligence research, and defining reporting frameworks to support HKSTP’s start-up ecosystem.

The Position

  • Conduct business analysis to extract insights from cross-system data, bridging the gap between raw information and management decision-making
  • Facilitate discussions with business units to align key business metrics and reporting frameworks; collaborate closely with data teams to ensure that solutions reflect these agreed-upon objectives
  • Analyze business workflows to uncover business needs, capture requirements, and support ongoing process and system enhancements
  • Act as the central coordinator for various team initiatives (e.g., performance tracking setups, workflow improvements, and system development); gather business requirements and translate them into clear functional specifications for technical teams and vendors
  • Develop practical project schedules and milestones. Help manage the execution of these initiatives, tracking cross-team dependencies and reporting progress to keep projects on track
  • Serve as a key liaison to build consensus, foster collaboration, and drive alignment across diverse stakeholders (Business Units, IT, and vendors) to ensure smooth project delivery
  • Conduct other business activities as assigned by supervisors

The Candidate

  • Bachelor’s degree in Business Administration, Business Analytics, Information Systems, or other related disciplines
  • 3 years of working experience, preferably working for cross-functional projects as Business Analyst or Project Coordinator roles gained in large corporations, public, or academic organizations
  • A resourceful problem-solver who is highly adaptable and proactive in driving initiatives forward to ensure business objectives are met
  • Familiarity with the Software Development Life Cycle (SDLC) and basic project management concepts
  • Effective communicator with the ability to engage technical teams and stakeholders to facilitate successful project execution
  • Ability to interpret complex data, facilitate the alignment of metrics, and synthesize findings
  • Capable of navigating complex organizational structures, building consensus, and collaborating with a wide range of stakeholders
  • Uphold high standards of integrity, professionalism, and ethical conduct
  • Exhibit passion for building the start-up ecosystem for Hong Kong
  • Good command of written and spoken English and Cantonese, including Mandarin
