Talent Management Specialist (6-month part-time contract)

The Position

  • Lead the design and implementation of targeted Talent Management frameworks in alignment with HKSTP’s strategic priorities.
  • Conduct analysis and benchmark research across existing talent review processes, leadership capabilities, and frameworks to identify gaps, inconsistencies, and improvement opportunities.
  • Develop standardised materials and toolkits to enable consistent and evidence-based talent decisions.
  • Translate identified organisational needs into actionable Talent Management and Development solutions.
  • Lead the review, alignment, and enhancement of core values and the competency framework to reinforce the desired corporate culture and leadership expectations.
  • Drive the integration of Talent Management standards across key HR processes, including performance management, recruitment, rewards, and talent development.
  • Provide strategic support on broader talent interventions to strengthen overall organisational capability.
  • Perform other duties as assigned by management.

 

The Candidate

  • Bachelor’s degree, preferably in Human Resources, Business Administration, Industrial-Organisational Psychology, or a related discipline.
  • Minimum of 15 years of progressive experience in Organisational Development (OD) and Talent Management (TM), ideally featuring a blend of both in-house and consulting backgrounds. Experience in the public sector or quasi-government organisations is an advantage.
  • Proven track record of designing and successfully implementing comprehensive talent frameworks.
  • Certification in recognised psychometric and assessment tools, with practical application in talent assessment and development, is an advantage.
  • Demonstrated ability to engage, coach, and influence senior stakeholders, supported by strong analytical skills and experience in driving organisational change.
  • Excellent command of both spoken and written English and Chinese.
